Help Problems with Incoming calls, subscriber error

Has anyone had this issue, the majority of the time I try to call my son it's either busy or I get a subscriber error. TMO s4
 
I had a similar issue with my Verizon S4, turned out to be a bad SIM card. Verizon replaced the SIM card, and that solved the problem.
