problems with recovery

i am a newb and i cannot figure out how to get recovery and run it. tried to do it through the command prompt but always says cannot find location. it is a zip file so maybe thats it but how do i convert it. and what could i be doing wrong

what are you recovering? Did you do a back up prior? what did you use to do the back up?
