Help Problems with Samsung 7

I switch the phone on I press start button, it connects to my wi fi then terms and conditions, then it wants me to verify my google account, I enter my email and pass word and this is what comes next,this devise was reset to continue sign in with the Google account that was previously synced on this devise. I can go no further, has anyone got any idea what might be the problem, I wondered if the phone has had a previous owner. Thanks.

Yes, that sounds like the phone has been used previously, and you have encountered the "factory reset protection" that recent phones have to make them less attractive to thieves (a password protection that will remain after a factory reset).

You need to take it back to whoever you bought it from and either get it unlocked or get your money back.
