are you using a credit card? What is your payment method?
I guess it doesn't matter, as there is not much we can do here in androidforums.com. I Wilhite suggest that you talk to PUBG or find a different payment method for google.

Maybe the OP is saying that he/she failed an in-app payment for PUBG mobile app on the Google Play Store.
If so, he/she should contact the customer service of Google Play Store or the PUBG Mobile developer.

Normally that means that you have tried to use whatever card and it has been denied before. Google play store is now making it so people can't use cards that have been denied multiple times.
