purchased apps and new phone

With the purchased apps, what happens when you upgrade to a newer androind phone? Are these apps bound to you by your google user or by phone?
Is it maybe done through the cellular carrier?

Bound to your google account ... but a difference phone model may not be compatabile with every app.

What will happen if I do factory reset? Can I download the already paid apps again?

Yes you can ...as long as log into the same Gmail account as you had when you purschased the apps ...
