If I purchase an app and need to purchase it again because i did a system reset do I have to pay again?

No, paid apps stay listed as 'Purchased' in the market even if you uninstall them.

Just make sure you use the same gmaill address if you ever have to set up the phone again, as all of your purchases are tied to that account.
