Help Push notifications not working on Time Warner Cable

Hello All!

I have a Sony Xperia Z3v on Verizon's network, runing Android 4.4.4 (they won't release anything newer for it, it seems).

When I first got it, it was working perfectly. However, after a month or two, I noticed that any push notifications stopped working (primarily WhatsApp and Outlook) if I was connected to WiFi. I simply do not get them. If I turn WiFi off on my phone, or just left home and exited my WiFi's range, push notifications would start working perfectly.

I checked all the settings, everything looked good. I tried downloading "Push Notification Fixer", but no luck. I tried factory resetting the phone, no luck.

I then figured maybe it's the router that's bad, so I got a new one from Best Buy, but the problem persisted. So I took the phone to Verizon. They didn't really look at it, but after hearing my troubleshooting steps, they agreed that it most likely was the phone, so they sent me a new Z3v as a replacement.

New phone arrives in the mail, works for a few days, and then the exact same problem appears. I went back to Verizon yesterday, and a manager spent close to an hour looking at the phone with me and testing it out. He tested it on both the store's WiFi and a mobile hotspot, and this time, the phone worked perfectly. I was getting WhatsApp messages and emails with only a second or two delay. I'm not sure who the store's ISP is, but he did mention that they were not using Time Warner in the store.

Today, I got permission to test my phone on the WiFi at work (AT&T is the ISP), and again, push notifications worked without issue. So now, it's pointing towards being an issue with my home WiFi.

After that, I started searching through my Skype/WhatsApp/Text logs this afternoon, trying to see when this problem started exactly. The earliest instance in which I mentioned to a friend that push notifications did not appear to be working was the day after I moved into my current apartment. Before then, I was living in a place that had Comcast service, and it seems that the phone was working perfectly well during that time (or at least, I didn't vent about any problems to friends during that time).

So at this point, I feel like I've ruled out every possible cause of the issue except for Time Warner. If I'm on a wireless network that's running off TWC, push notifications fail. 4G/LTE/Any other ISP - no issues at all.

So my question is - now what? How would I address this issue to Time Warner's support? I have the suspicion that they wouldn't care that my cell phone doesn't work, and I can't definitely prove that it's them either. But every other possible cause has been elimited.

Has anyone else noticed this problem when connected to WiFi on Time Warner's service? Are there any possible work-arounds or anything I missed that could resolve this?
