Help [Q] Samsung Galaxy Tab II 7" Ran Out Of Juice And Won't Charge.

My tablet just died recently with the red x over the thunderbolt. I plugged my tablet with its charger that it came with into the wall and PC. It would turn on and show me the loading circle and the battery. Next, it would show the battery charging but it stops after 1 blue bar and then turns off. And It repeats over and over again. Does it have to do with my tablet or my charger/charger cord? I have already tried all the button combinations and other methods I have found in other forums and they don't work for me. Is this a battery issue? I've had it for 2 years and got it refurbished. Please help me!
 
I would try a different cord; preferably one with data wires in it (as opposed to just straight charging cord) and leave it plugged in a good six hours or more.
