I have my application in background and when I reboot my device , then open my application immediately, the onCreate() of the Activity is called twice . What could be the reason ? I searched for this and found something related to MCC/MNC but could not understand practically.

It's because your app process was killed and had to be restarted. The diagram below explains the lifecycle of an Activity:
