Question about Note 4 lock screen

I'm considering purchasing a used Note 4 but I have one question before I buy: can the quick settings (or whatever that panel of toggles above the notification tray is called) be accessed if the phone is locked? The reason I ask is that my old phone (LG G3) won't allow access to the quick settings panel from the lock screen, and having to unlock the phone just to turn on the flashlight or up the screen brightness gets really annoying.

The direct answer to your question would be no. On my note 4 I cannot access the quick settings with the screen locked. That said I always considered this to be a desired feature. Now, there are work arounds for your two pain points. First, I have automatic brightness enabled and I only ever need to adjust brightness in very dimly lit rooms (which with a bit of tweaking I could probably solve, but it happens so rarely that I am in such a room), so this may work for you. Also, there are a number of apps that will let you turn on your LED when the screen is locked. Just do a search in this forum and you will find what you need.
