[QUESTION] Lollipop 5.1

As most of you already know, Google just dropped 5.1 for multiple Nexus devices. I am curious if it can be built for other devices yet, like this phone and my tablets, or do we have to wait for AOSP source code to be updated officially by Google before developers can begin to build roms based on 5.1. I know it is kind of dumb at this point to build upon unfinished product, and it is better to wait until the source code is updated and I don't plan on devs taking on more roms than they already are, I am happy with what we have now, just curious if it is technically possible to build based on what Google has released so far or can it only be built via the source code.
 
We still don't have an unlocked bootloader, so so far we have only been able to edit the ROMs that exhist.

No, I was more so curious if it was technically possible to build a ROM from what has been released for the nexus 5 and 9. I started to ramble...
