Question on battery

When my S2 is fully recharged (Powered off, says 100% on the screen), and I go to turn it back on, my battery widget says it's at 97%, and it says the same thing (97%) when I go to battery life in settings. Shouldn't they both say 100%? Anyone shed some light?

For smartphones, whether Nokia, Samsung, Sony or whatever, booting up actually does take a lot of power. It actually uses up more power to repeatedly turn the phone on and off than leaving it on for a while.

That seems fair, but here's another thing:
It starts off at 97% when I turn it on, then around 5-10 minutes, it goes up to 98% without me even charging it, then drops back to 97% after another 5-10 minutes. What's up with that?

When our phones reach 100% battery life, it stops taking in power from the charger automatically to prevent over charging. When it loses enough power, the charger kicks in again to fill it back up to 100%.
