Question on memory storage when installing aps

HI, I'm new to android and I'm using 2.3.6. Im just wondering how do i choose to install my apps to internal sd memory instead of device memory? Recently, I installed an apps. After i downloaded the apps from internet, it needed to download the required file again which is around 1.6gb. But it says I dont have enough memory because my device memory left 1.5gb. However, my internal memory still have 8gb. Can i choose to install the apps on the 8gb storage?

Once the app is installed (but before the data is downloaded), go to settings then applications. Find the application on the list, select it and tap the Move to SD button. Once it's moved, run the app and allow it to download the data.

I actually dont have a sd card in my phone. However, I notice at my "storage", there are 11.50 at "usb storage" and 1.6 available memory at "device memory". Just now i try to move the apps to sd storage before installing, I found that I have 11.5gb for my sd card and the app is already at sd storage. Right now when i try to install the game, it still say I nid to free 1.67gb of memory or insert a sd card.
