If you mean 'Internet' by the word service, then yea. you still can use apps. There are a lot of apps which needs no internet to work on! you just need to download em from a computer and transfer it on to your phone.

Welcome to the forums! I hope you had a chance to look around. Not sure what phone you have but generally apps that don't need data should still work. You don't really need voice service or even an activated phone to use your device on certain apps. Like I gave my droid 1 to my son so he can use it like an ipod touch. My droid is still useful even if its not activated.
