Hi Jeremy, and welcome to AF 
It would help if we knew which phone you have, because not all have this problem (I just turned it off in my camera app's settings). However, I've read often enough about Samsung owners having this (maybe on just some carriers), in which case maybe this thread will have something that helps: http://androidforums.com/samsung-galaxy-s3/583031-camera-shutter-sound-off.html.
The simple ways would be to put the phone in silent mode, or to delete the sound file for the shutter noise (which will probably require rooting the phone).
