Is there some way to disable the quick note/voicemate/search menu on an unrooted volt 4.4.2?

Unless you can disable the apps, which I believe you can, no. Check in the apps menu in the settings.

That only applies if you disable something that something else depends on. For example, disabling Google Play Services would screw up the other Google apps. It's just a general warning.
