Quick Question on Flashing Rom's

I have searched didn't find a definite answer..

When flashing rom's what does the rom completely wipe the whole system?...or do certian items like apps, contacts, and other stuff get deleted

I.e. just to say I would like to flash Fresh 1.1 what would get deleted

some roms require you to wipe some do not but if flashing fresh 1.1 it does not require a wipe so everything will be there when your done flshing it
