How Would I Go About Doing This? I can't see any settings or anything about static ips.GA

As far as I know you can only modify it when using wifi unless you are rooted:

go: settings>wifi>long press the network you are using>modify network>check show advanced options (scroll down to see)>ip settings>static>enter new info

If you are rooted there are apps in the play store that will do it over mobile networks:
