That is a fun story to read.

But...

20 miles from nearest town.
Even if the terrain was rough.. He could do 2 mph.. And walking 8 hrs a night.. He would have been to town in less than 3 nights.

Instead it took him 12 days.

Apparently, he had enough provisions to last 12 days while he rebuilt his car. I would think that he would have enough provisions to last a 20 mile walk. Such a walk would take much less than 12 days and he wouldn't have gotten fined.

That was also stated in the comments at the bottom.

Not all of us know of his ability to walk, so I don't know why a smart person (as he seems to be) would not walk the 20 miles unless he had a good reason.

Maybe temps in the 120s'? A bad leg?
 
As Brits we might as have rebuilt it as a kettle so we could relax ourselves with a nice cup o'tea. After that it would have probably rained thus solving our other problems... :D

He did say that he did not feel he could walk that far. There was no information about why he felt that way. It doesn't seem like 20 miles would be that difficult if he can rebuild his car into a bike over 12 days in that heat.

If you were to walk, you would do it when the temperature is much lower. In the desert, the temperatures can drop at night and walking would at least generate some heat for you as well.
