Rear Camera Poor Photo Quality

Howdy, does anyone else have this issue where images look like they were put through a filter? They all look smudged and unclear. Here is an example.

Edit: Just to be clear this image was taken at normal resolution and just zoomed in to show 100% quality.

I'm not seeing the photo. Could you try attaching it again?
