Hi and welcome to the forums.
That is a strange problem! I suggest that it could be a poor SIM card connection (assuming your phone is GSM). Try taking it out, cleaning it and putting it back carefully. Also go into the phone settings and remove any pin code from the SIM card (the pin you have to put in each time the phone reboots)

It could also be a buggy or misbehaving app. Many apps can be polled when making or answering calls, even ones that you think shouldn't; and if one is mildly defective you could have exactly that symptom.
