is there a difference between using the factory data rest option from setting and doing the volume down power button procedure to reboot? And after I do a reboot will my phone number still work?

Using the volume down + power button is generally for phones that are having problems booting up. Theres no difference between the two. Your phone number will still work after a factory data reset but you will want to make sure your contacts are backed up with google.
