Rebooting phone on silent

Sometimes when my phone is on silent and I turn it off and reboot it, it plays all the start up sounds as its loading. Sometimes, it does not. I hate this, because at work (in a spa) I keep my purse in my cabinet, and I don't love for it to play a bunch of sounds when it is supposed to be on silent. This is the only thing that makes any noise when the phone is on silent, and its only sometimes. Anyone else have this?
 
The startup sounds, like the little Android guy waving sound and the HTC jingle/tune, are controlled by the "Media Volume" - the same volume used for music and games. Turn the Media Volume down and restart your phone, you shouldn't hear it.
 
I found an app called Audio Manager and it controls all the volume settings from one screen. It is really nice for quick access to all the settings at once. It really seems to work well.
