I have a Galaxy S3 on the US Cellular network running Cyanogenmod 11 M11.
Ever since I've had my S3, I've been unable to receive chinese text messages, they come in scrambled. Here is an example of the last one.

I can send messages in Chinese with no problem, they are received intact. I have tried several different sms apps such as handcent, hello, 8sms, and stock all to no avail. This problem existed even before root and cyanogenmod.
Can anybody help me out here?
