Did you have a Google account set up? If so then all your contacts are stored in your Gmail account.
Try signing back into Google Play. If your device is set to sync then your contacts should sync automatically.
If not, there may be a way that a tech can recover your contacts but if you did a true wipe, the chance of recovery is slim.
