Root Recovery,Factory Reset ,Settings sql database

I have found that on some phones that booting to.recovery from.an app can cause issues. Sometimes the issues dont show up till later
Like the home key not working and or airplane mode not showing in the power off menu
Alzo Volumes in settings may not work
Booting to recovery with an app me be fine till later when you do factory reset or data wipe
This is where issues can arise.
After a reset i have found that when the settinfs database gets loaded to /data/data
The line DEVICE PROVISIONED=1 is missing.
Edit .I wanted to mention that i think removing some system files may cause these izsues as well
I use an app by Jrummy called ZipMe
You pick files or folders and it creates a flashable zip.
So i made a flashable zip of the settings sql.db
(Fairly fresh install)
Which i ended up needing As i had these problems after a reset
This fixed the Home key and missing airplane mode
Which is most common i think

First i tried to edit the sql.db woth an sql editor on my phone but appatently the database is locked
I had hopes of making a flashable script to add missing lines to the db
Or even manually edit
Does anyone know how to unlock thw .db file to allow editing?

Also anybody know the fix for Volumes in settings causing settings to freeze?
