Region Locking

I am thinking about getting a phone - probably the LG G3 - from an outlet that sells foreign versions with the same spec at a much cheaper price.

I understand that doing this with Samsung phones causes big problems if you then want to use the phone abroad with a local SIM, due to their region-locking.

Does this only apply to Samsung, or do other manufacturers engage in this as well?

Samsung handsets must be 'activated', or initially used, with a SIM card belonging to a network carrier in the intended market region. Thereafter the device should (according to Samsung) function perfectly well with any SIM card.

I'm not aware of any other Android manufacturers currently doing so.

One important thing to check before such "grey importing" is what warranty is offered. It's rare these days for manufacturers to offer a truly worldwide warranty, meaning that you may have to ship a defective non-EU handset back overseas to receive service.
 
Yes some of the devices Dont want unlocking in any way shape or form. If that voids your warranty your stuck . if it calls for rooting make sure you have a stable backup of both .
