currently i am working on a ID card layout project.. Is it possible to remove and uninstall camera and other applications from an android phone ? the real question is can an android operating system be altered and allowing it to have only one application that we desire? and can that application support without sim ?

You can remove the camera app easily if you are rooted (or have a custom recovery and flash a custom ROM after editing the ROM zip file to remove the camera app). Without root you cannot do this as you cannot modify the system software. And many applications work without a SIM.
Many other apps can be removed, but all will be tricky. If your app is written in such a way that it can replace the launcher (the app that provides desktops and app drawer) you can probably achieve what I think you want though.
We have an Application Development forum here, which is probably the best place to ask about some of this.
