remove Location manager?

Can't find my previous post here.

T-mobile Huawei Prism U8651T running 2.3.6

What is location manager used for? It won't stay force closed. It is non-installable.

Will rooting allow me to either remove it or turn it offf and on at will? I think it's eating up battery as well
