Repeated "Complete Action Using" Message - HELP!!!

For the past two months my stock Verizon Galaxy Note 2 has no been remembering what I want to complete actions using.

If I have a link in a text, email, document, etc, it asks me "Complete Action Using" and then shows a list. I select Firefox > Always and even if I go back to that same email and click the same link, it asks me again.

I've uninstalled the browser thinking that was it.

I've forced stopped Messaging, Email, and Firefox thinking that was it.

It does this with images, video, audio, links, files, etc.

As you can imagine, its annoying to have to click/touch three extra times just to complete the action.

Any ideas?

Thanks in advance.

My pop up says "Always" or "Just Once", and if you check "Always", you'll never see that pop up again. If you want to see it again you just clear defaults on app. If you're not getting a box to check, I think something's wrong.
