Replacement for D1

OK I am finally ready to upgrade from my Droid 1.
It has been a good phone, I have really been pretty happy since I rooted and started using CM7. My son just got a Thunderbolt and loves it.
I have heard in the forums that Motorola is getting more difficult for rooting etc...
Here is what I use it for. I am a heavy phone user, and email web frequently for several business apps scheduling etc...
I use Bluetooth. I use the camera a lot.
What I am worried about tho is since I rooted my D1 I can use it for a wifi tether to my laptops for remote data use on fire scenes. I simply must have this, but really don't think it is fair for Verizon to charge me for it since I pay for an unlimited plan.

Will definitely root it and mod it so I need one that is friendly to that.
I also live and work in a rural area for signal strength is important.

I have been looking but there is just too much out there to digest!
Any help or suggestions are appreciated.

Common "argument" but if that's the case then you shouldn't have agreed to their TOS (when you signed up) which prohibits tethering without a tethering plan then...

Accepted... "Not Fair" is not a good way to describe it, as you arte correct according the the TOS, but better would be "I don't like it"...

Any comments on the best android available for Verizon as far as ROM development goes.
I know the Best Phone is very subjective, but for ROM development, which has the most active and progressive development community?
