Help replacing phone app

I'm in America and the native phone app (Galaxy Note 3) does not include video calling. My friends and family in Korea have this feature on their devices and was wondering if I could get it to work here stateside.

I have the phone app apk from a Korean model phone and tried installing via My File, but it would not work.

I am posting to see if anybody knows how I might be able to go about getting the apk installed on my phone and if rooting might be necessary.

It's strange that the native phone app of my Galaxy Note 3 does have the feature of video call.
I am not clear about steps for you to replace your native phone app. But I think you maybe have to root in advance.
