I would say it's possible, since devs made it possible for the half-press of the camera button to focus, making use of hardware specific to our phone. I doubt it would be easy, though, since at least the focus thing was a feature already found in AOSP roms. In terms of a non-Sense rom, the switch is useless, and AOSP roms required a complete rebuild of sorts compared to Sense roms.
This has been discussed before. The general consensus was that its 90% Hardware 10% software. All the switch does in theory is turn on the second camera. The SW decoder/encoder takes over and then performs the image overlay(Hence 3D SidebySide) & turns 3d on the screen. Where I might be able to see an "On event" of said switch to be made; the work I see to make just a programmable toggle switch is very high. Although I have wished I could do this as well for the Flashlight. I'll look into this a bit more
Months ago before I discovered Sweep2Wake, I used a Button Remapper app to change the camera button to the power button. Not sure if the 3D button was also a remappable button.
