Help Reset Location Settings

Greetings all. I have an Android 4.4 (Moto E), and I've been pretty careful to not give Google location data. I kept my location services turned off except when using a GPS system (MapQuest). Each time I would turn on my location services, I would get an infographic asking permission for Google to use my data to improve accuracy for WiFi and internet hotspots. I always hit disagree, and as a result my location services defaulted to the "device only" mode, which is what I prefer to use.

However, I accidentally hit agree yesterday, and now that infographic does not come up anymore. Now, if I turn on location settings, it defaults to "high accuracy" mode. How can I reset my location settings to revoke the permissions I gave Google by accident, and default back to "device only" mode?

I have already tried clearing the data for Settings, both LocationServices apps, MapQuest, and Google Play, as well as checking that everything is turned off in my online Google Location Settings account. But none of these has reset my location services. Ideas?
