Apps resolution / layout question

Hi,

The new Samsung Tab 3 (and older Notes) do not include the bottom menu (the black bar at the bottom and instead have physical buttons for that.
e.g. The Samsung Tab 2 7" has the same resolution as the Samsung Tab 3 7" but the latter has some extra pixels available since it doesn't have a menu bar at the bottom.

How should one design the layout for these tablets?

Are you going to have a different version for each device? Then design for each device. If not (the sane way), design for the device with the least number of pixels.
