Does restoring factory settings delete all contacts and texts already in phone?

Yes, it wipes everything you put on the phone.
If the contacts are synced with google or samsung they can be easily recovered by resetting the same account to the reset phone (as will be your apps installed from playstore.) You should backup your sms with an app such as SMS Backup before you reset if you wish to keep them. Take your sd card out before doing a factory reset (to be safe - although it should not be wiped)
