Help Restoring known WiFi Networks from S3 to Note 3

One problem I'm having with the note is that my known Wifi Networks have't came across from my S3 even those these were selected to be backed up on the old phone.

I found the file on my S3 where the wifi networks are saved (wpa_supplicant.conf)

I want to drop this file onto the note but its not rooted. I was reading that carrier locked notes can't be rooted, I'm vodafone locked. Has anyone any suggestions on how I might restore my wifi networks?
 
"Carrier locked" means that you can't use another carrier's SIM card (it's actually called SIM locking). It has nothing to do with rooting the operating system. Many people have locked rooted phones, even locked phones with non-stock ROMS flashed to them.
