Is this phone available in places other than China? I am shooting in the dark here...does anyone have one? Care to share details on it?

You will never get it in place out of China.. But can get in online store located in China.
Xiaomi M4 FDD-LTE version only 16GB available now. Dont think the storage engough for using.

Buy it online from China. There is a fair chance you will have to pay import taxes.
So do some research before buying it
There are plenty of shops, be sure to pick a decent one
Geekbuying and pandawill are decent shops in my opinion.
But fastcardtech = scam
