Radio just catches the Signals . .bbut modem will decide which signals to catch ?

So it means that modem and radio are the same name of one thing ?You don't... you flash different baseband firmware which is often (incorrectly) called "the modem".

Okay.They're commonly integrated into the main processor unit, so yes.
The baseband firmware is, as the name suggests, discrete code that configures the radio(s). The RIL is usually integrated into the actual device firmware (a.k.a. ROM).
