Ring starts soft then goes full volume - anyone else?

I can't figure out what's doing this, but it's the last thing that's bugging me.

When I get a call for a second or two the ring is fairly low volume, then increases to maximum. It's been like this from day 1, and I don't think it's another app interfering.

Totally normal I think. My GS2 did the same thing, as does my new GS3.

It's a feature. Supposedly so you can hear the phone ringing before everyone else in the room will. And there is no way to disable it.
