First you need to ensure the file is in MP3 format.
Plug in your phone and connect to your computer> select "Mount as Disk drive" from the menu that pops up> open the new drive (mine is called No Name) on your computer to see the contents of your SD card> from here you can copy and paste the file you wish to use as your ringtone from your computer to the SD card.
