Ringer volume keeps dropping

When I either silence my ringer or change to vibration only, I've noticed that my ringer volume drops when I turn the ringer back on. I want to keep it at 15, but sometimes it drops to as low as 3 or 4. This might happen at other times, but I've only noticed it recently when I turn the ringer back on.

Any idea what's going on?

Goto Settings>incoming calls>uncheck quiet ring on pickup.
