So with official gingerbread coming out for captivate will the developers be basing their ROMS off this source? I'm already on gingerbread, so this news really doesn't do anything for me.

There will probably be a few based off of it but most will likely stay on the international version.

That's what I figured. I will continue to use mosaic and won't look back again, ever, to the stock roms.

Does this mean that ATT will be releasing it soon for everyone? I have no clue how to upgrade to this from stock 2.2 and dont want to deal with flashing.

The AT&T / Samsung pairing has consistently failed to effectively communicate with their customers, and guessing the date of a firmware upgrade has become a sport unto itself. Samsung has promised to do a better job in the communication arena. Here's their latest release:

Regarding your decision to avoid flashing, good for you. Although I'm a happy camper having done so, it's not for everyone, and my hat's off to you for being true to your comfort level.
