Root ROM With Cell Phone Disabled?

I am looking for a ROM that will disable the cell phone functions of my Incredible. It is my old phone and I want to let my daughter play with it, but I don't want her making a phone call by mistake.

I've tried looking through the ROM's listed here, unfortunately there are a lot of them and their names are not very descriptive.

If anyone could point me in the direction of one it would be greatly appreciated.
 
I believe it is illegal to disable a communication device from making emergency (911) calls so that is probably why you cannot find a rom. You are probably better off putting it in airplane mode and then enabling wifi manually. This way the cellular antennas will be turned off (not disabled). That is what I do for my 4 yr old.
