Latest as in Android version or as in newest mix of any rom? I'd say any of the AOSP flavored KitKat's version 4.4.4 as for flavor we have a member working right now on a JB MiUi though, he started this weekend, it's a couple threads down in this section.

Yeah in terms of newly made roms that miui rom would be the "latest". In terms of the last updated that would be vanir rom since it's updated almost every day.

Well sir, you a look through a lot of of The threads here and on XDA. I believe there is a thread made by kagebeast here on this forum that will link you too XDA Roms "aka s3 mini we use there forum" look for topics such as sgh-t599x "with x being your model like n is metro pcs or v is for another Carrier " follow on screen instructions for your specific device. mostly on XDA is aosp Roms which the latest stable I beileve is vainir" on this forum we have mostly stock. With a few aosp Roms.
