root access and cpu

Hi i have 2 questions, i have an envy9 and it says it has a 1.2ghz cpu, i downloaded a cpu usage app app and an info app, both say my cpu is running at 1008ghz, is there an app for an unrooted tablet that can change it to 1.2? 2nd, in the info app it says root access then yes after it, what does that mean?

You must have root access to fiddle with CPU speeds. It is normal for CPU speed to vary depending on load so you will likely get different test results by checking at different times.
