Hello and welcome, 3rdgear. http://androidforums.com/rugby-smar...amsung-rugby-smart-all-things-root-guide.html is the section of the All Things Root sub-forum for rooting that device.

Have a look in there.. there are even ROMs being posted, along with a lot of instruction from veteran rooters of that device.

I know this may be a dumb question.. but once I have put a new rom.. how do I go about installing apps.. Can I still go through the Android Market or Google Play?

You would first install a "GAPPs" package, which would get you the Play Store and other vital google tools. From there you install apps as normal.
