Root Root Help?

On the root guide on top, I did everything until step 3:

3.Hop on over to command prompt and go into the platform-tools directory of the SDK 'cd \whatever.path.to.sdk\Android\platform-tools'

4.Run 'adb devices' and make sure your device is there, it should say M920

I did the command prompt and it says it is not a recognized command. What do I do now? Any help would be good, please.

and does my phone have to be on or off for this?
