Root Rooted lg volt cant get to settings

I rooted my lg volt a couple weeks ago and was removing bloatware not sure what i deleted but now i cant get into my settings tried hard reset and wiping cache but now i cant download apks to fix it the phone works but cant change any of the settings someone please help
 
Without knowing which system file was deleted, the best way to fix this is to flash factory firmware and start over.
 
do you have twrp recovery installed? if so copy LGSettings.apk over to external sdcard,boot in to twrp recovery,mount system,click advanced,file manager and navigate to external sdcard and pick the settings apk,copy file,then browse in file manager to system/priv-app and copy the file there. reboot phone. settings should be available
