rooted phone? what for?

Hey guys got another noob question, but hey the more i ask and learn the less a noob ill be. ha! anyways what does a "rooted" phone do for me and what are the benifits and disadvantages to this? also how would i know if my phone is locked, i cant see anything there to assume it is.

If you got your phone from TMO ... it is not-rooted ... Assume you dont have a DEV phone $400+ no SIM ...
